Where donor
assistance is given under Budgetary Support Funding and through
Sector Wide Programmes, there is an essential need for effective
initial assessment and subsequent auditing of the beneficiary’s
s procurement processes. Initial assessments establish whether
beneficiary personnel have the necessary knowledge, ability and
approach to ensure that national and donor requirements are met.
Any identified deficiencies are corrected quickly by the adoption
of capacity building and training initiatives. Auditing can either
be undertaken on completion of a project or at key stages throughout
the procurement cycle. This allows donors and beneficiaries to
be alerted at the earliest possible stage to problems and encourages
implementing agencies to ensure that procedures are followed.
